Orientation for Local Boards of Health
Overview
Many volunteers who serve on local boards of health do not necessarily come
from a background in public health, yet, as board members, they are responsible
for rulemaking, adjudicating disputes about public health issues, as well as
policy development and administration in public health. In this context, orientation
training is crucial.
Since 2002, the North Carolina Institute for Public Health (NCIPH) has partnered
with the North Carolina Division of Public Health and the Association of North
Carolina Boards of Health to provide orientation for local boards of health
in North Carolina. The NCIPH also works closely with the UNC Institute of Government
for legal guidance and consultation. As part of a Consolidated Agreement between
the NCIPH and the N.C. Department of Health and Human Services, N.C. Division
of Public Health, orientation training for new board members is required.
This module was designed to familiarize board members with the practice of
public health and the issues with which public health is concerned. The module
also
introduces
board members to their roles, responsibilities and the sources of law that
pertain to public health, and reviews the guidelines and expectations for participation
as a local board of health member.
In order to make the orientation training more accessible and convenient to
board members, the NCIPH has adapted the traditional instructor-led course
into this CD-based module, which can be used in a variety of ways. It is up
to the health director
or board chairperson in each health department to provide board members
with guidance as to how they should complete this orientation training.

relate to the practice of public health.
- Identify the laws and statutes regulating
your local public health system.

should meet the following minimum hardware and software requirements:
- 266 MHz Intel Pentium III processor or better
- CD- or DVD-ROM drive
- 128 MB or more of RAM
- 200 MB free on the hard disk
- 16-bit or better sound card and speakers
- 15-inch color monitor or larger
- 65,000-color or better video display card
- Windows XP or 2000
- Netscape Navigator 7.0 or later OR Internet Explorer 6.0 or later (a copy
of Internet Explorer 6 has been provided on the CD)

Online Skills Test
Each board member can test his or her equipment initially by
completing the Online
Skills Test. Note: Although the Online Skills Test requests it, it is not
necessary for those completing the test to send us a confirmation.
