Purpose

The primary purpose of the North Carolina Public Health Nursing Continuing Education Advisory Committee (PHNCEAC) is to assess the continuing education needs of public health nurses across the state and then to work in conjunction with the Office of Public Health Nursing and Professional Development (OPHN&PD) and the Office of Continuing Education (OCE) to ensure that programs are provided to meet those needs. To accomplish this end, the committee is composed of a broad representation of practicing public health nurses and those with an interest in public health nursing.

History of PHNCEAC

In 1984, the North Carolina Division of Health Services and the School of Public Health of the University of North Carolina at Chapel Hill established an advisory committee to identify and prioritize the continuing education needs of public health nurses. The committee advises the OPHN&PD and the School of Public Health OCE in planning and evaluating continuing education programs in response to the needs identified. Undergirding the appointment of committee members is the belief that practicing public health nurses and their supervisors are in the best position to articulate their continuing education needs.

PHNCEAC Composition

PHNCEAC consists of at least 22 members representing five sectors of the public health nursing profession in North Carolina:

  1. Local practicing public health nurses;

  2. Statewide public health nursing organizations;

  3. NC Association of Local Health Directors;

  4. Educational institutions and

  5. The Department of Health and Human Services.

At least one-half of the committee will consist of public health nurses practicing in local health departments.

Appointments and Term of Appointment

Recommendations from the chair of PHNCEAC, in accordance with representational criteria, are forwarded to the State Health Director and the Dean of the School of Public Health for review. The State Health Director and the Dean make the appointments.

Terms of appointment are for three years beginning on July 1. Members may be reappointed but may serve no more than two consecutive terms.

PHNCEAC Roles and Responsibilities

PHNCEAC works to understand the CE needs identified and to clarify, analyze, plan, conduct and evaluate programs designed to meet such needs, providing educational offerings for practicing public health nurses in North Carolina. The expertise represented by committee members helps to assure relevant and timely educational offerings.

Assessment of the educational needs of practicing public health nurses in North Carolina is the primary function of PHNCEAC. The UNC-Chapel Hill School of Public Health OCE and the Department of Health Human Services OPHN&PD take leadership in the coordination, design, development, implementation and evaluation of educational offerings on topics identified by PHNCEAC.

The committee is governed by an Executive Committee composed of nine members: Chair, Vice-Chair, Secretary, Continuing Education Specialist OPHN&PD, the immediate past Chair and four members at large.

Role of PHNCEAC Members

Members are expected to attend all committee meetings, to attend meetings of any sub-committee to which they are appointed, and to seek input from other public health nurses on continuing education needs.
